Starting a Child Care Center
Complete the Application Process
Child care centers are licensed by the state. The licensing process is divided into three phases.

Phase I: Submit an Application
Use the Application Instruction Guide when filling out the application form. It will provide instructions, information about requirements, and valuable tips to complete the application accurately.

Phase II: Licensor Review
A licensor will review your application while you work on completing application requirements, such as additional submissions, completing inspections, background studies, and setting up the facility.

Phase III: Inspection
You will receive a pre-licensing inspection to verify that all requirements have been met before your
license is granted.
